I finally signed up this morning. Had to update my credit-card information. Yes, they will need a current credit card on file although the month is free. Maximum value: $16.99. I'm sure they'll be legally throttling this time -- I mean, they must have incorporated the limitations in their fine print by now.

Yeah, they've been offering their phone number to the public for a few years now. I still would prefer to communicate by e-mail. More efficient and time saving for my lifestyle.
For the record, despite the throttling issues, I like Netflix and how they run their affiliate program. I don't think I've earned a cent from being an affiliate (cuz I haven't had time to even post their ads, duh), but based on their communications, they seem to really value their affiliates, giving guidance and all that. Unlike other affiliate programs, who brusquely cut you off for being ignorant...
